The flats near Devonshire and Lassen are a different animal — fifties ranch tracts, often on a second layer, leaking at a valley long before the shingle fails.
The industrial strip along Nordhoff and Canoga runs to seventies built-up and cap sheet. Patch those enough times and you're tearing off anyway, and LADBS wants a Title 24 cool roof when you do. Access is its own puzzle on the decomposed-granite hillside lots.

My tile roof lost pieces in the windstorm. Does all of it need replacing?
Usually not. Tile handles wind fine — it's the fasteners, ridge mortar and underlayment that give up. We check what's cracked versus what just slid, then the underlayment's age.
Do I need a cool roof on my flat commercial roof?
If you're replacing rather than repairing, Title 24 applies to low-slope work under LADBS, so yes. It's in the quote, not an upgrade.
